CPDC and Guoyang Environmental Technology Company held a signatory ceremony for the “Water Purchase Letter of Intent” at the Water Resources Recycling Center in Toufen City, Zhunan Township at 10 am on August 8. After the speech given by Chairman Liang of Guoyang and Tou-Fen Plant Plant Director Cheng, both parties formally signed a letter of intent of purchasing recycled water under the witness of the deputy county mayor of Miaoli County, officials of the Miaoli County Government, the Ministry of the Interior, Water Resources Agency of Ministry of Economic Affairs, the Industrial Bureau, and the Taiwan Water Industry Development Promotion Association.

This water purchase plan was initiated by private enterprises for the first time in Taiwan. Guoyang Environmental Technology Company actively negotiated with CPDC, and then reported to the authorities to finalize the case. The two parties tried to cooperate under consideration of various factors such as water resource reuse, water limitation risks, corporate social responsibility, and circular economy. Guoyang Environmental Technology Company is responsible for handling the domestic wastewater from Zhunan areas and making it available for the factory process and resells it to CPDC for industrial water use. The goal of saving water could be achieved through recycle and reuse. It is expected that this model will be replicated in the future to enable other industrial companies and large-scale water-using industries to implement water recycling.
